I can't get 80min of VCD on an 80min CDR

I'm using Nero 5.5.6.4 and when I try to put a 65min file on my VCD, nero scans it and says that is is actually 90min, whats going on and how do I fix it?

is your vcd with the specs(1150kbps video, 224kbps audio)?
