Hello. I have a movie in mkv format that i want to edit. But the key frames or intra frames (scene-breaks) do not appear between scenes as they should. No matter what format i edit it in or convert it to, or what codec i encode it with, the scene breaks are always in the same uniform 10-15 second points instead of at scene changes like most other movies im used to editing with. Is it the source file's fault or is there any way i can fix it? Any help is appreciated. Below are the source files specs.

Is there anything that can change the key frame placement in a file?

Well, key frames are where the encoder put them, it doesn't necessarily is between two scenes.
If what you want to do is split a big file into smaller chunks, SolveigMM Avi trimmer + MKV or Mkvmerge are your best bets.
