What does it mean by saying a motherboard supports 192Khz/24bit audio?
Does it mean if I use - say Creative 5.1 speakers attached to my motherboard via jacks (Not HDMI)
would produce better audio output if I play BluRay Discs? I need layman answer

The numbers refer to sampling rates, they are a possible indicator of better quality but there are many, many other factors that also affect this.
As a general rule, most motherboard audio is much better than it was a few years ago and you are not likely to have any complaints. Those who are really, really picky probably already have a dedicated soundcard. -
That would be a reasonable expectation but I wouldn't pay 10 cents extra for it.
It also depends on what exactly you are comparing it to.
