    composition-->make movie-->output module then under format choose H.264.

    how do I change the bitrate once I have selected H264? It is outputing at 3Mbps instead of the 24Mbps that I want it to.

    Sounds like you need to know how to export for Blu-ray from After Effects CS5.
    This is a bit old, but it's open ended and has good search placement.

    EXPORT H.264 FOR BLU-RAY (HOW TO)
    So, it sounds to me like you're trying to encode at H.264 for blu-ray, since your target is 24 Mbps and not 3 Mbps. After Effects CS5 has an option made exactly for the Blu-ray specification. Add your comp to the render queue, click on 'Output Module' and then set your 'Format' to 'H.264 Blu-ray.' Make sure to turn on audio output. Under the H.264 Blu-ray format After Effects will set your target bitrate to 20Mbps and your max to 24Mbps. Rendering takes forever as it's compressing the video into H.264 unlike if you were outputting to MPEG2 for Blu-ray. I just rendered a 50 minute clip and it took my 8-core Mac Pro 6 hours, so it's an overnight render, unless you have a dedicated render machine. Chances are though, by the time you are ready to render for Blu-ray, your video is 100% complete and has already been outputted and previewed from smaller renders. Anybody know why when rendering this way that After Effects CS5 creates a wav file along side the .m4v video file when exporting for Blu-ray?

    EXPORT H.264 BY ONLY SELECTING FORMAT 'H.264' and not 'H.264 BLU-RAY' (HOW TO)
    If you're only exporting as H.254 then you can manually set your target bitrate and max bit rate yourself. Aim for 20 Mbps target and 24 Mbps max. To do this, add your comp to the render queue, click on format, choose 'H.264.' Then click on format options. You need to change the level option to something at 4.1 or higher in order to export at 1920x1080 as well as the higher bit rates. Choose 4.1 as your level and then adjust your bit rates accordingly(20, 24). Enjoy.
