I'm attempting to recreate the look of an old VHS tape in a video, similar to this one http://vimeo.com/1072867
Can anyone advise me on the best way to achieve using software available for Linux?

Best way is to record off to VHS, take the top off and mess with the tape path at the capstan and guides forcing the servos to resync.
Software to do this wouldn't look anything like the real thing.Recommends: Kiva.org - Loans that change lives.

you can on windows , maybe you can use wine
ffdshow (free) has some noise generators, including flickering, shaking, lines, dust & scratches - but these are not necessarily indicative of a VHS source
you can get quite good results with after effects plugins e.g. digieffects damage and custom presets
