Changing audio bitrate/ TMPEGEnc or CCE

I have two questions:
1 - How can I change the audio bitrate on TMPEGEnc when converting DivX to SVCD?? The bitrate is at 224 but I can´t change it.
2 - Which one is better to convert DivX to SVCD with subtitles: TMPEGEnc or CCE???

Just go to load and click it open then select the template for unlock then go back to settings and you should be able to change any settings you want.
