how do you add image as background for video?

I've been trying to find more information but I don't know the correct "term" if there's any for this

Is this do-able for ffmpeg or mencoder?

Its quite a simple thing to achieve. In a linear editor you have two layers, take the top layer and scale it down and then move it wher ever you want it. Here's an example from Sony Vegas Movie Studio.
