    Some files you look from tube sites do not look to great when you go to full screen. What kind of filter or editing do you need for that?

    if you want to make it look low quality, all you need to do is use poor compression , low bitrate and/or low resolution

    you can downscale then upscale back, that will also make things blurry

    you need to start with a higher quality source, better preprocessing and use higher bitrates and resolution. In that example its 360p. Youtube supports 1080p now. If you used your own website, you could use higher bitrates than youtube (youtube re-encodes everything with fairly low bitrate, causing more quality loss)
