How can I do this Video Editing?

Hi!
This is my 1st post, here.

I'd like to know what software (if Freeware can do this, I'd be grateful!)
do I have to use so that I can
isolate a person from the rest ones (in a video clip)
(by creating a Black Frame around this person; a frame that Hides the rest persons, scenery etc.)?

You could use the freeware program VirtualDub and the 'Null transform' filter to activate the cropping filter. Crop to isolate your person. Then use the 'Resize' filter and select 'Letterbox/crop to size' and input your original size. Save out as the same format with full video processing. When you crop, use even numbers, divisible by two, or better, sixteen, or you may get an error.

Probably a lot of other ways, but easy enough. If the person is moving around the frame, then it can get more difficult.
