One of my friend gave me his laptop, which is in Dutch.
Due to my business nature, i have to change the language of the system.
If I change language sitting from control panel>Regional time and language, it does not change
    the language of the system.

    Any help.

    Thanks.

You can't just change languages on XP. Only Windows Vista Ultimate and Windows 7 Ultimate(the expensive ones) allow you to change languages.

Yes you can. I set up XP Pro in English and after it's all working I might change it to Chinese.

    See http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/int_pr_....mspx?mfr=true

However; you need the "Windows Multilingual User Interface Pack".
    And that's not sold retail.
But you might find it online.

But I believe that only works if the installed language is English; then you can add other languages, but not vice-versa.

So the answer in the original poster's case is probably no.
