  1. the latest upload looks fine, except it's repeated (looped 2x)

you wouldn't use 720x480 for the project settings as in edDV's screenshot (and you obviously didn't in that sample); you would use 1280x720 , 23.976, square pixels 1.0 Par

if you want a bit better efficiency, use profile main (it doesn't have high) instead of baseline, and CABAC instead of CAVLC for entropy

Won't you still get blended frames in Vegas unless you disable resampling?
Yes you would . To make up the extra frames, they are blended between neighbors. If "disable resample" is chosen, they are duplicates instead of blends
The help file says resampling interpolates, not blend.
Vegas only has 2 modes of interploation; 1 is blending , the other is duplication . "disable resample" gives you dupes, "smart resample" gives you blends.

"interpolation" is a broad name for the method of generating new "in between" frames

it's the same approach to doing "slow motion". It's generating new frames to simulate as if you shot a higher actual FPS. Those new frames have to come from somewhere

    there are 3 generic approaches:
    1) dupes
    2) blends
    3) motion interpolation/optical flow

    vegas doesn't do #3

Hmmm...you're probably right, but "interpolate" is a very specific word, while "blend" can be more generic. I wonder why they mislead us like that.

Does what you say relate to "Supersampling" too?

  4. vegas doesn't do "supersampling" correctly. It's supposed to be their 1/2 ass attempt at optical flow, but it just geneates more blur

true optical flow methods look at motion vectors to generate the "in between frames". So it synthesizes a new frame from the motion vectors (not just a dumb blend)

None of the 3 methods are ideal, and they all have "side effects". The best method is to shoot the appropriate fps, so every frame is "real"

  5. Great, I'm using 1280x720 , 23.976, square pixels 1.0 Par in the project settings and a quick one on the sampling, the project was sent to smart resampling, but I'm assuming from the comments above that if the input/output frame rate is the same then it will only use resampling for any speed/velocity effects that I may use in a clip. You guys are great, thanks to all

  6. exactly - sampling choice doesn't come into effect unless there is a deviation in speed/velocity . If there is a deviation , then the method specified dictates how those intermediate frames are generated (either blend or dupe)
