I'm having this problem with XMedia Recode (just upgraded to the latest version as I've had the same problem with previous versions). I'm trying to rencode a video which skips or stutters every couple of second or so. Here's the file info.

    Format : MPEG-PS
    File size : 10.0 GiB
    Duration : 1h 45mn
Overall bit rate : 13.7 Mbps

    Video
    ID : 224 (0xE0)
    Format : MPEG Video
    Format version : Version 2
    Format profile : Main@High
    Format settings, BVOP : Yes
    Format settings, Matrix : Default
    Format settings, GOP : M=3, N=15
    Duration : 1h 45mn
    Bit rate mode : Variable
    Bit rate : 13.0 Mbps
Nominal bit rate : 18.0 Mbps
    Width : 1 920 pixels
    Height : 1 080 pixels
    Display aspect ratio : 16:9
    Frame rate : 29.970 fps
    Color space : YUV
    Chroma subsampling : 4:2:0
    Bit depth : 8 bits
    Scan type : Interlaced
Scan order : Top Field First
    Bits/(Pixel*Frame) : 0.209
    Stream size : 9.55 GiB (95%)

    Audio
    ID : 128 (0x80)
    Format : AC-3
    Format/Info : Audio Coding 3
Mode extension : CM (complete main)
    Duration : 1h 45mn
    Bit rate mode : Constant
    Bit rate : 384 Kbps
    Channel(s) : 6 channels
    Channel positions : Front: L C R, Side: L R, LFE
    Sampling rate : 48.0 KHz
    Bit depth : 16 bits
    Video delay : -486ms
    Stream size : 288 MiB (3%)

Here's the settings I used for XMedia.
    Format - mkv
    Codec - MPEG4 AVC / H.264
    Profile - high
    Level - 5.1
    Framerate - 23.976
Rate control Mode - avg bitrate
    Bitrate - 5000
All other video settings are left at default and there is no audio encoding. I am also leaving the resolution the same.
This is a file I've transferred over from TIVO (already decoded w/ a different program). Seems every file I transfer over from TIVO this happens with. Only reason I would think this is happening is because I am changing the framerate from 29.970 to 23.976. I would do another encode leaving the framerate alone but each file takes appx 24 hrs. Any suggestions? Thanks.

Think about it. You are throwing away 6 frames every second. That is 20% of your frames. Of course this is going to have a detrimental effect.

If your source was originally 23.976 fps then you might be able to IVTC it back to 23.976 and get smooth playback. But if it was shot at 29.970 fps, then you have to encode it at 29.970 fps.

OK I'll try to encode and leave framerate as is and see what happens. Thanks. Most mkv files i've downloaded are 23.976 FPS which is why I changed it to begin with.
