I have an MPG file that various players say is 720x480 resolution. I was pretty sure the width wasn't one and a half times the height, so I told VLC to save a screenshot, and sure enough, the screenshot is 720x540. Why is everything saying the MPG has 720x480 resolution?

Different players make different screenshots. Try MPC. If your file is actually 720x480 (which is most likely) you'll get a 720x480 screenshot independently of how it is displayed (I guess, it's 4:3). Don't divide 720 by 480, the AR is usually written in mpeg file header (it's either 4:3 or 16:9).

Your video is probably 720x480 (NTSC DVD storage size) with a display aspect ratio (DAR) of 4:3. Media players will adjust the frame size to reflect the DAR, not the storage resolution.
