How can someone achieve a 1080p quality rip at only 1.17 GB? I've copied all the info from MediaInfo. If everything looks correct, then why are there files out there 5x the size with the same quality?

I doubt it look good. If it doesn't contain lots of motion it might look decent.

Same quality? Not a chance. If that 1,639 kbps AVC is correct, and resolution and runtime are correct, it's gotta look like crap.
[EDIT] Beat me again! Okay, if it's something like "Sunrise Earth" with no camera movement at all and scene cuts only every few minutes, plus you're viewing on a smallish screen, maybe it will look acceptable.Pull! Bang! Darn! -

Without long samples it's useless to discuss....but if it's a commercial movie then you can't post any samples.
