    I don't see that you have any choice but to antialias it. Either that or go back to your original source and start all over again. What, you downloaded this and don't have the source? Maybe try this:

  5. The opposite of sharp is blur. But you have a combination of over compression, over sharpening, and too much noise reduction.

    To me it looks like some sharpening was attempted on a low bitrate source in a restoration effort.

    If it is indeed sharpening artifacts, you could try aWarpSharp() from AviSynth. It's a filter optimized for cartoons, but oversharpening to me applies since it does give off a cartoony effect IMO.

    Defaults of aWarpSharp() are depth=16 and blurlevel=2, with ranges of 0-64 and 1-4 respectively if you want to try different combinations on the source. I like aWarpSharp(depth=6,blurlevel=1), but this is dependent on Source and is highly subjective.
    I hate VHS. I always did.
