subtitle workshop cant read japanese subtitles

I'm making a japanese subtitle using subtitle workshop but the subs appear as question mark on the video.how can i make subtitle workshop read japanese?????

ermm...I just found out that aegisub can display japanese subs.Now the problem is,I saved the ass file but the subtitles wont come out!I have vobsub and everything but the subs still wont show.I downloaded a sample of ass file before and the subs worked just fine.Maybe I missed something?
