    In GfD, you can make the subtitles default on by clicking the "Autostart" box in the file selection dialog after you choose the subtitle file.

    With VLC to play a DVD fileset, do "Media/Open folder" and the select the VIDEO_TS folder. You don't select a VOB file.
    You should then see the opening DVD menu screen -- GfD makes one with the name of the video file by default, which you can change, add images to etc.

    If subs aren't displaying, "Video/Subtitles track" and select it.
    After burning to a DVD, just use the normal remote button.

    If the subs are out by a constant time, use Subtitle Workshop to add the 18 seconds or whatever.
    "Edit/timings/set delay"

    Note that you can have up to three subtitles in GfD. You can add both your new version and the original ones and see how they compare, playing them in VLC.

    And "OT" is "off topic" as none of this relates to "29.97fps subs to a 25fps Video"
