I'm pretty well blind here, but a friend of mine and I are interested in doing some video editing. Any suggestions for free/cheap programs that would be useful for general video editing? Thanks!

There's no such thing as 'general video editing'. Most formats require a editor for that specific format. What type of video do you want to edit? If it's from one of the newer HD camcorders, it can get complicated, depending on how extensive you want to edit.
There are several free editors, depending on your needs. For AVI type video, VirtualDub is popular. For MPEG type video, try MPEG StreamClip More in our 'Tools' section to the left. <<<<<

On a serious note, most beginners would do best to start with Adobe Premiere Elements (Win or Mac).
And then use a good DV camera -- not a HD camera that shoots AVCHD.
Cut your teeth on that, then upgrade at a (probably much later) date.
