I was looking for a program that will allow you to do some simple edits on ac3 tracks without recompressing. I know that I can do it on mpegvideowizard but was looking for something a little more user-friendly.

Delaycut will cut AC-3, even multi-channel (such as 5.1), and even DTS tracks losslessly. A bit awkward since you may need to demux, and count milliseconds, but it's fast, reliable and free.
With video, two others, as simpler-than-Womble MPEG/AC3 editors (but still lossless):
TMPGEnc MPEG Editor
VideoReDo
Not free, but great for simple things. However, may be problematic with multiple audio streams and/or multiple channels on AC-3. That's when you use Delaycut.
If you ever need to remux back into a video file, with difficult audio streams (like AC-3 5.1, or even DTS) use Rejig.I hate VHS. I always did. -

Ac3 Splitter (payware) will do what you want. It also accepts 5.1, unlike FreeAudioDub.
