Is there a tool to use to set the sound and Video so they match upon playback. I am having problems with some VCD's delaying. nit is really annoying. Sometimes the mouth moves on the actor and no sound for about a full second or two.

You might want to update your sound card drivers or buy a new one.Check
Microsofts web-site for Hardware Compatibility List to check your sound card.Also while your at Microsoft.com get the latest updates(i.e directx 8.1)

I have all fair to top of the line stuff on my PC, the problem is while playing it back on a Yamaha DVD-S520 component player in my home theater, some movies are not as syncronized as I would like them to be in the sound and picture. Not all VCD's I have do this, just the Telesync versions. I was hoping I could find a way to edit them as needed.

I have had good results using TMPGEncoder.It allows you to speed up
or slow down the sound.This web-site might help too:
