Nothing you can do about it. People upload any size/quality video they want. Some big, some small.

Tell everyone only to upload high quality videos. And have Youtube delete all the old junk.

Most likely what you are seeing is two different aspect ratio videos. The "wide screen" video, 16:9, is more adapted to wide sceen monitors. but if the video was shot in standard def, it will have a 4:3 aspect ratio. So once the video display stretches from top to bottom of screen, it can't go any wider without either cropping off the top and bottom, or distorting the images by stretching them out wider without making them any taller. So instead, you see side borders...
If you want to view those videos without side borders, view them on an old 4:3 monitor, not the newer widescreen versions.
