What do you mean by "even on low quality" - according to what ?
How long is your source ?
DVD Shrink will only crush an existing DVD. If your source is longer than around 2 hours, I would suggest DVD rebuilder instead.
But it mostly depends on what your source is like.Read my blog here.

Eek, I'm pretty new to such things so...
I converted it from avi to ntsc low quality. This got me the vts files but they're too big. I have a feeling there's an easier way to do this as I'm pretty clueless. -
Converted with what ?
What sort of AVI ?
I would suggest starting again, using trusted tools and perhaps following a guide or two.
For simple AVI to DVD conversions I would suggest DVD Flick or AVStoDVD. Both will do a good job at converting your AVI to DVD compliance, ready to burn. If your AVI files runs 120 minutes or less you should have no trouble fitting it to a single layer disc.
A word of warning. Be wary of any tool that uses quality based terms for encoding levels. Real encoders do not work in terms of Low, Medium and High quality. They use bitrates and quality factors.Read my blog here.

Is the running time a secret ?
What is the source ? Movie ? Home video ?
I know you are new to this, but the more you tell us, the better we can help you.
Up to 90 minutes gives reasonable quality. 90 to 120 minutes quality is lower, but still OK. After 120 minutes, compromises may have to be made. Note: these are general rules and there are a lot of dependencies - the quality of the source, the quality of the encoder etc.Read my blog here.
