    I have a 1GB .vob file that needs to be converted to .flv format for uploading,
    for video streaming. (around 17 minutes of playtime).

    Approximately of what size will the .flv file be after conversion? I need a good
    quality conversion.

    You can set the size to whatever you like with good converters, lower=worse quality.

    Convert with a free software like xmedia recode. You can also convert to mp4 with h264 video and aac audio, it's supported by flash.
