    Hi,

I have a small video size 320x240 with pad quality. I want to resize the video to be 640x480 and improve the quality. Is it possible to do that ?!

What is pad quality? Do you mean bad quality? The answer is no. Resizing means reencoding which loses quality and you are making the resolution bigger which does not improve anything.

    Your best bet is AviSynth:

    To resize:

    Code:
    LanczosResize(640,480)
But, you may also need deblocking, tinting, sharpening, denoising and/or grain, etc. It won't be easy, but at any rate, the best you can do is make it "look better", not "improve the quality".
I hate VHS. I always did.
