I would like to know if there is a video program that can create a playlist with parts of video files (mkv and vob)? Without actually having to cut the video up.

Or, if that doesn't exist, a program which allows a random video playlist with dvd chapters (so it doesn't play the entire movie).

I'm asking because I want to create a random music playlist, using video.
