TMPGEnc display the track menu after a chapter plays

Under "Track playback and action setting" "Display the track menu" is a option. Every time a chapter finishes I want it to display the track menu not play the next track. I think I had this problem before but do not remember what I did. Is this not possible with TMPGEnc DVD Author or am I doing something wrong.

Do you really mean 'chapter' or is it 'previous track'? TDA is only capable of doing it when a track ends. This can be set when the wizard asks or later in menu editor settings.
If you want it for each chapter of a track, it is only possible to do with an external editor like PGCEdit or DVDRemake.

I miss spoke. Every time a chapter finishes I want it to display the track menu no play the next chapter.

Track 1 has several clips(chapters) in it. When one clip(chapter) finishes I want it to display all the clips(chapters) in that track not play the next clip(chapter).

As Alex_ander said, TDA won't do it with chapters. Using one of the editors he mentionned, you can modify the navigation commands to force a return to the menu after playing a chapter. This is fairly complicated and you better know what you're doing or you'll have to spend some time troubleshooting your edits.

He also said TDA will work the way you want if your clips are tracks. This is probably what you did before to get it to work. Using the same source, redo your layout and add each clip as a separate track. Set the action after playback to "return to main menu" and create "main menu only". You will get a menu with all the tracks (clips) listed. You might get multiple pages depending on the munber of tracks to display and the number of tracks per page you selected i.e. if you want everything on 1 page and you have 12 clips, choose a custom layout that will show at least 12 items.
