My experience agrees with your initial efforts: Start with the simple, cheaper fixes. Other simple (hopefully not insulting) suggestions:
o What model recorder is it? Have you checked the owner's manual for hints?
o Do you know for certain it won't work on another power outlet?
o Is the power cord hardwired to the recorder? If not, can you try another one?
o If the power cord IS hardwired, can you check it with a multitester to insure each wire isn't broken internally? (You'll have to open the unit.)
o If you're willing to open the unit, check for another internal fuse or perhaps a circuit breaker to reset.
o Once inside, look for anything that might be burned, loose wire(s) needing to be resoldered, bad capacitors (swollen-looking).
Others may have additional, more useful ideas.
Good luck and let us know if you were able to find the problem and solution!
