Use a tape player that has a mini jack output and plug the other end into the LINE IN of your computer's soundcard. Any audio editor should record it. A noise reduction filter could be applied to remove any hiss.

A ring tone will be a butchered version anyway, so don't get too into cleaning it up to sound "perfect".
Cell phone speakers are all pretty much crap.
Wasted effort on that front.
Tape player, line in, and Audacity will work for free.

I would suggest that whatever format you need for ringtones that you end up with the ringtone file being in mono. You'll gain nothing by having a stereo ringtone. Mono will take up less space. Typically cell phones don't have a lot of storage so saving even a little space might be useful. Also if your cell phone supports it, I would strongly recommend that you use 44.1 Khz or higher for the sampling rate and not use a lower sampling rate unless your phone demands it.
