Right now I'm using handbrake, it's not too bad and it's served me fairly well.

But since I've starting recording in 1280x720, I wanted to make sure I could get the best quality to size ratio.

Any particular settings I can tweak?

    Thank you in advance!

I use Q=23 for acceptable quality with HandBrake on 720p material, with frame rate reduced to 29.97. For better quality I use Q=21. The default Q=20 makes it too big.

  3. There is no "best" setting. It's all trade-offs. You decide for yourself what trade-offs you want. Size v. quality v. encoding time.

Well, time isn't a big deal, as much as it takes.
As long as both the quality and the size are superb

CRF19 is the best choice under high quality settings (more refs, higher RDO, trellis=2). The stronger the settings, the lower CRF you can go without risking oversizing.
