ConvertXtoDVD($50) or DVD Flick(free) or AVStoDVD(free).

Once i download those, they will convert the video ts files to dvd readable files?

you have video ts folder with the video files in it.ok? you want to burn this to a dvd right? you just search for Imgburn in this forum, download it and install it in your computer. then open this programme and click on add folder option. you just point to the video ts folder.click on burn to disk option . done. you get a dvd which can be played on standalone dvd player.

Only if the ts file was from a standard definition (704x480i) broadcast.
In the USA, ATSC broadcasts can be any of 18 formats, only one is directly DVD compatible 704x480i/29.97 fps.

The others need MPeg2 header edits, resize, recode or some combination of these.
The good news is only three of the 18 formats are commonly used,
704x480i/29.97 for standard def.
1280x720p/59.94 for ABC, Fox and PBS in many areas
1920x1080i/29.97 for all the other broadcast networks.

You can also use multiavchd to convert to sd dvd.
I think,therefore i am a hamster. -
@the original poster - ts files either come from recorded over-the-air broadcasts like eddv references or recordings from devices like the hauppauge hdpvr that can record h264 video into a ts file - also from firewire connections to cable/sat/fios high def dvr boxes.
Those are in high definition usually.
To make a dvd you can use multiavchd or avstodvd (as previously mentioned). Both are great at what they do. Both will take time to convert however - depending on how fast your computer is of course.
DVD SHRINK is used to fit a dual layer dvd onto a single layer dvd (it has other attributes that is the simple explanation). You do not need that in anyway whatsoever for ts to dvd conversion UNLESS you missed a target size for fitting a video onto a single layer dvd and want to quickly (relatively speaking) compress it to fit - only after it has been successfully converted to proper dvd mode.
Also you only get a video_ts folder from a dvd conversion program AFTER it has been converted to proper dvd mode. Then you simply burn the video_ts folder to the dvd as data with imgburn - the video_ts folder will be the root directory - ie e:\video_ts - where e:\ is your dvd drive.
Other questions should be asked once you've tinkered around a bit and have encountered something your not familiar with.Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw? -
If you didn't capture these files yourself, you should first import them to mediainfo to determine the format details.

I hv been using DVDFlick for a while and happy with that. DVDFlick usese gr8 FFMPeg as a backbone and supports variety of video and audio format.
Recently I also tried AVStoDVD which uses HcEnc and QuEnc as backbone, but gave good results.
Here on VideoHelp, there are so many tools for DVD but i would prefer DVDFlick, MultiAVCHD, AVStodvd and ConvertX2DVD (Commercial, but, affordable). -
Do as edDV suggests above. Without knowing what kind of video you've got we can't advise on the best/easiest way to author them onto DVD.
