Help with a widescreen tv program

Hello,

I captured a program last week that was in 16:9 aspect ratio, so it has black bars at top and bottom of screen.

Now I want to encode it to scvd in 16:9 but do I cut the black bars off or do I leave it alone.

Thanks in advance for any useful advise.
