Just wondering why this codec is not supported in ffdshow but wma1/7 and wma2/8 are. (Using most recent ffdshow version.) Also have Windows Media Encoder 9 installed so maybe I don't need wma3/9 supported in ffdshow?

Probably it's because the ffdshow devilopers haven't had the time (or the motivation) to reverse-engineer the "better flavors" ( = pro and lossless ) of the Windows Media Audio "family".

  3. The version of ffdshow I have installed (tryouts revision 3517) has WMV3/9 in both the decoder and encoder list. The encoder has WMV9/Advanced/Image/Screen options.

I wouldn't use ffdshow for wmv3/9 anyway as you would get much better results using Microsoft's encoder, even at lower settings.
