So when capturing DV videos from my camera, I export them as 60 FPS XviD videos and upload them to Youtube as is. It seems to me, though, that Youtube is not very good at converting 60 FPS videos to 30 FPS...or at least that's my only guess on the matter.

Case in point: http://www.youtube.com/watch?v=0ZEbHLcgm08 This video just seems rather choppy to me, compared to a 30 FPS render of the source file.

Does Youtube just suck at this, or what?

Why not export as 30 fps in your converter?

Letting You Tube convert your videos always lowers the quality.

We have numerous posts on what it takes to get your videos on You Tube in the best quality possible. There are suggestions on what formats undergo the least, if any, conversion. Perhaps searching for some of those posts might be useful to you. But as wise men have said "You get what you pay for" and You Tube charges people nothing to host their videos, so you can't really expect a lot from them.

Youtube converted to 30 fps by discarding every other frame. 30 fps is just jerky, period.
