I have created a video CD with Nero 5.5 with menu. It burned ok. But:
1.- I can see the .dat files with Windows Media Player 7 and with compaq dvd player software, but not menu.
2.- I can see the menu with Power DvD but not the files.
3.- I tried in a Sony standalone DVD and do not recognize my VCD, neither an RCA standalone.

try windvd, powerdvd doesnt work well with vcd/svcd especially when it comes to menus.

I also had problems with Nero and my Sony DVD. Try using CDRW's. it worked for me.

Sony DVD players usually don't support CD-R disks. I expect this is the same voor CDRW disks.

Nero 5.5 doesn't burn menus in a very intellegent (or correct) way so not surprisingly, it doesn't play properly on some software and hardware players.
PowerDVD plays properly menued VCDs just fine.

As others have stated, many DVD players aren't designed to play back CD-R or CD-RW media. You will have to experiment with different brands to find one that works. CD-RW may work better.
Regards.
