Does it mean the blu-ray DVD player can connect an external hard drive to play any HD video files or HD movies saved in that hard drive if the blu-ray DVD player has a USB port?

Somethimes it is only used for firmware upgrades, but some models allow you to plug in a USB storage device and play files, it depends on the make/model.
Even those that do play from an external device sometimes only play certain files. Some might play MKV/MP4/AVI, some might only play AVI.

It varies by model but at the very minimum it will play MP3's and JPEG from a key drive, some models support DivX and MKV.

For my sony bdp s350 the usb port is used for bd live and updates,nothing else.

Also note 99% of them will be limited to fat32 which means no files larger than 4gb.
