A DVD-video(vob files)? then it could be the dvd media. Does it work on your computer with a software dvd player?
An AVI? Then try reconvert with avirecomp and make a new avi.

If the disc is undamaged, VOB2MPG can extract the MPEG as one large file, then you can reauthor it. If the MPEG file itself is damaged, then you need a MPEG editor to cut out the damaged parts. AVIDemux is one.

It the disc is the problem, examine it for scratches or other physical damage. You can try using something like ISOBuster to read a damaged disc, but for scratches, polishing them out is a better idea. Discs play from the inside out, so look for any damage about 1/4 the way out.

Or quick and easy if bad authoring is the problem, run it through DVD Shrink with no compression and reburn.
