Hi there,
I am wondering if I can create audio CD from VCD disk and listen to the sound only (i.e. convert from .DAT to tracks)

Yes, just demultiplex the MPEG and decompress the .mp2 (.mpa) to wav and burn it as Audio-CD.

One way of doing it is as such:
1) Demultiplex the MPEG using TMPGEnc. (Simple Demultiplex is located under the File | MPEG Tools in the menubar)
2) Open the MPA file in Winamp and set Winamp's output to Disk Writer. (Select Options | Preferences | Disk Writer)
Although there are tools floating around that will convert MPA to WAV, I like using Winamp as you can apply EQ or use a plugin like DFX to improve/change the sound quality of the WAV file to your liking.
