I looked and didn't quite see anything about this. I recently got a computer and it has windows 7 ultimate installed on it. I opened Windows DVD maker and I get an error message:
The video card installed on this computer doesn't meet the minimum system requirements for windows DVD maker.

However, I was told by everyone who sold me the computer that that is incorrect. Here is my video card info:

    INTEL 82915G/GV/910GLExpress chipset family

If that is wrong, what needs to be done to correct this so I can use windows DVD maker? Are ther updates, patches, something else going on that won't allow the program to load correctly?

The take it back to 'everyone who sold you the computer' and have them fix it. The chipset you have dates back to around 2005 - 2006. I doubt it even supports Aero correctly, let alone anything more advanced. If you were sold this laptop on the basis that it could do these things, you were ripped off.

    Check by following this link

It'll tell you how to find your video adapter under hardware manager ... The reason I underlined parts of whats quoted is because there can be confusion.

1: New = either "brand new system" or "used but new owner"
2: Windows 7 installed = "factory" or "technically challenged person installed"

The second ... especially when it comes to certain retailers I could name ... forget to check and install the "appropriate device drivers" for the hardware ... they fail to see that a clean os install will almost always use generic device drivers for found hardware ... while these may work and all appears fine ... it is when these problems appear that you find they failed to install the system correctly.

Windows movie maker requires a gpu which supports directx9 and at minimum, vista drivers for the gpu.

If the system is "brand name" go to the manufacturers website and look for updated drivers and install those, reboot system and try again .. where windows 7 drivers are not available you have to fall back to vista gpu drivers.

Here lies the question. Can that chipset run other DVD making software without issue? If so, should I make a deal about the fact that they sold me a computer with software on it that isn't compatible with the hardware? It was a rebuild older computer with newer add-ons and software.
So far the only issue I have had with it is certian WIndows 7 programs that can't run due to hardware issues (ie not fast enough or new enough)

I used the link you provided. according to system checker software I used the video card isn't up to date. DUH!
However, Are you asking me to download DirectX 9? according to the download text, I must set a system restore point as once I download the file it can't be uninstalled (directx9)
How can I find out if I have DX9 already installed. And according to the last guys post it wouldn't matter as the chipset I have isn't able to run the software.

I had a toshiba of around the same vintage with the same chipset. Vista would run on it, as would Windows 7, however Aero was not fully supported on the chipset, and live movie maker and DVD maker would not run. The machine is simply too old. Yes, with enough memory the OS and many programs will run, but if hardware support is required for a certain program, and it is not present, that program will not run. This is the case you find yourself in.

That said, there are plenty of better alternatives that will run, so why fret. Windows DVD Maker is a pretty basic, bare bones authoring tool. AVStoDVD or ConvertXtoDVD are far better, have more features, and will run on your system.

Stop wasting your time trying to fix something that cannot be fixed , and start making DVDs instead.

I talked with someone who is a tech nut and he uses Daniusoft and says it's great. Does everything. Not that expensive either. He agreed with you, said that W7 dvd maker is poo poo to put it nicely.

Daniusoft has been a huge spammer on our site and likely not recommended by anyone here. There are many freeware converter programs that do the job better. (And are free.
