Could we use the DVDremake tool to remove DVD Chapter Marks? And then create new ones in the right places (given that they have to be set on I-Frames) and then adjust the chapter navigation in the menus, VobBlanker (https://www.videohelp.com/tools/VobBlanker) can do that?

Yes. Highlight movie PGC in DVD tree. Go to Programs tab. Find the cell in which you want to create a new chapter point. Find the exact place in preview window, right-click on picture and use 'Split Here'. In 'Programs' tab right-click on the cell, created just after split point, and use 'Insert program' so it will get Program attribute with its number. After doing it for all new points, remove (older) program attribute from other cells, using 'Delete program' in right-click menu. Go to VTS 'Titles', add the missing number of new chapters and assign each chapter to new program number. Basically, do it for Chapter1/Program1, then just highlight next chapter line, press Space key and confirm with Enter (the program will offer next program # for next chapter). Test and export.
If you have buttons for as many chapters in menu, they'll remain linked to older chapter numbers. If more chapters than buttons, you can only re-order chapter numbers in navigation commands (it's not easy to create new buttons).Last edited by Alex_ander; 5th Aug 2010 at 09:53.
