if i get this card will this improve my encoding time on VCD/SVCD?

Nope.. it's 'just' a hardware MPEG2 decoder, a good one though. It has nothing to do with encoding...

Yeah, I'm afraid that the only cure for encoding time is a better processor. But they are nice and cheap so pick one up. But I HIGHLY recommend picking up a Hollywood Magic card...the output quality is truly amazing. Especially the TV Out. Nothing else on the market even comes close. I have an AIW and the Hollywood Magic kicks it's butt every day of the week and twice on Sunday.
