I am deaf and I use some sites that using youtube as popular video streaming host. I encounter some problem with using companies' video streaming like youtube, blip.tv, vimeo, etc. It's very easy to have a video being remove due to controversial issues and I have notice that some people did target on some individual that they think the ideas need to be eliminate. They push flags on that person and the video was removed, but the information was good. The problem is youtube doesn't have people who view the video in knowledge of American Sign Language (ASL). I guess they just avoid legal issues due to not able to understand deaf people's videos. They usually eliminate the video. Some people decide to create new site to get away from certain people. However, they did got warning that they may not met web hosting's requirement and may suspend the site.
I wonder if I can set up a dedicated internet access line with my own server that I can upload my own videos without any string attached to policies that created by other companies with free or paid hosting? I want to able upload videos with controversial issues without any policies that may eliminate my video simply because they can't handle the truth.
If it's possible, then please leave some feedback. Also, what specs and server are great use for video streaming. I don't mind to have Mac Server, but it's cost somewhat up there. I can build my own tower to suit for server uses. What's your recommend to ensure the video streaming to go smooth on server machine. HD isn't my primary concern because I will be only one using it, but what your recommend for Ram, CPU and video card usage to ensure people can watch my video without any chopped image.

Well the one thing you're going to need above all, if you want to Host your own video streaming site is mega upload bandwidth.. you might need something like SDSL (same upload as download, say 20mb/20mb) otherwise your videos will be limited to one or two connections. and a static IP would be very desirable.

I found a T1 for $300 a month. Wonder if it will be sufficient or T3 need to be used for video streaming?

And what kind of videos ? What bitrates? A T1 connection is only 1.54Mb/s . That's not even 1 video (HD) for 1 client . Even youtube's crappy quality for 720p HD is ~3Mb/s
And I doubt that $300 price is a flat rate, they probably bill on top of usage -

What kind of "questionable" content are you talking about ?
Even with dedicated hosting, you still have to "lease" the bandwidth from an ISP or some provider (even if you want to setup your own server from home or offsite) - they have EULA agreements and most of them are pretty strict.
You need to know how many concurrent users at a given peak time , and the average bandwidth of a typical video. Even if you are talking about SD - that varies a lot. For example, you can have postage stamp sized videos with very low bandwidth. You need to list a ballpark range
For equipment , some dedicated hosting packages actually host you content and provide your server through a lease. It varies -
I am looking for a video streaming that allow me to upload videos that contain controversial issues. I am not upload any porn or offensive image, but a idea and debate that cause controversial. In youtube, many deaf people are victim of their video removed due to other people put red flag on it and the majority reason why youtube remove them because they can't understand ASL. However, I have see many close nudity in youtube that hasn't been removed from youtube and yet most of deaf people videos has been removed due to controversial issues. I am looking for a video streaming that allow controversial issues despite the complains from other people.

If you run your own site, it doesn't matter if people complain. If you pay for your own dedicated hosting you should be ok , as long as it doesn't violate the EULA terms . You'd have to read the fine print of the agreement .
People run porn sites, no problems. Only if really offensive or illegal material (maybe violence , or anti-religious, that sort of thing) or violates EULA agreement can they take legal action to take the site down
Search for "dedicated video hosting" and look for deals . It can get quite expensive. It would be even more expensive to run out of your own home (most home ISP's actually prohibit server activity, and specify that in the agreement). -
ALso, what vid card YOU use in your machine will have no bearing on the quality users get on their machine. If its low volume, maybe run it from a fast line, at home. Otherwise check out web hosting sites, possibly one in a different country, if you are Burmese or Chinese.. Sweden and Norway are quite relaxed.
Define needs .. video size , number of simultaneous connections, total video collection, SLA, uptime.
Maybe get a RAPIDSHARE(??) account, dump your (video) files in your digital locker, then send access details to those who need/want to download them.
