Is that possible in and VCD, SVCD, VCD-X, or SVCD-X? Any other format it is possible in?

no but there is such thing as a multichannel mpeg, it uses linux and such. do a search for it on google.

SVCD support MPEG-2 audio (multichannel, 5.1). ReMPEG2 and BeSweet 1.2 encode to MPEG-2 audio.
DVD support ac3.
VCD_X and SVCD-X are no formats at all. -
You can use multichannel MPEG audio on SVCDs but they are not that easy to make and chances are that you won't be able to play them multichannel sound sound either.
