The fastest way is to not do it. It annoys viewers and reduces the quality of your files.

If you must then you must re-encode you files. Fast then becomes a function of your computer speed (raw CPU grunt) and the codec settings. There is a Logo filter for virtualdub, which might be the simplest option.

What format do you want your video to be output in ?

You need to re-encode your source and add a jpg or bmp file as a logo.
Both Virtualdub and Avidemux can do this. Avidemux has the filter built in and also can re-encode your source to a new file with the logo.

You still have to transcode (re-encode) to make it permanent, and you have less control over the encoder in VLC than in other tools. I guess it depends if quality is important or not.
