What AVI would produce a 2:1 ratio?

For example, a 50MB file that is 25 minutes in length.
What codec might generate a file that small, that also doesn't look like complete yuck?

(I'm not trying to encode that, no. This info is for another purpose.)

the math doesn't look good. 50MB=400mb divided by 25x60 or 1500 seconds that works out to a bitrate of 0.27mb/s.

Whether you can hit the desired file size depends on the resolution and frame rate. It also depends on the nature of the video. If it's a 25 minute still shot it will be easy. 25 minutes of action, noise, fog, strobe lights, etc will be hard.

When you go that low, you need to lower resolultion, lower frame rate and/or use a limited color pallet. Similar to what the early cellphone video used.

If I had the file, I wouldn't have to ask. But all I have to go on is "AVI" and a 2:1 ratio.

I'm starting to wonder if it was supposed to be GB and not MB -- but I still can't think of a valid codec.
I can't think of anything with a 2:1 ratio like that, MB or GB.

I just encoded a 320x240, 24 fps video (TV show DVD) with x264 at CRF 23. It was about 40 MB without audio.

Yeah, but I know this isn't H.264 -- that's the issue. My best guess at this point in time is one of those low res, low bitrate MJPEG AVI formats from point-and-shoot cameras.
