you can use bbmpeg to multiplex the both audio tracks
www.vcdhelp.com/bbmpegedit.htm
and select the other audiostream under audio stream2
or use iauthor

Also you can use TMPGEnc - MPEG Tools - Multiplex and put there video stream and 2 audio streams...
