It depends on what you want to get out of it and what features you need.

If you want fast, reliable and reasonable quality, ConvertXtoDVD (version 3 preferred). The menu templates are OK, and the rest of the features are good for the price.

If you want higher quality and are prepared to wait, then I would recommend AVStoDVD. It has basic menu tools, but a high quality encoder (HCEnc), allows you to modify the avisynth scripts it uses, and has the ability to output elementary or programme streams if you prefer to author in a different tool. It also batches jobs, which is handy. AVStoDVD is free, and well supported. The author is regularly releasing updates and improvements, and frequents these forums supporting his users.

To keep things simple use avstodvd like gunslinger suggested. If you want more control over the whole process then use some basic avisynth scripts with hcenc for your video, do your audio with avisynth and wavi, then author with what ever authoring software you prefer (guifordvdauthor is a good free one).
