I live in the US. I have a bunch of VHS tapes that I want to convert to a digital format / DVD. I know there is all sorts of hardware I can buy to accomplish this. But the problem is the VHS tapes were recorded in a country that uses PAL. I do not have a multisystem VCR or TV. Any suggestions?

Buy a PAL VCR and find a (computer)device that captures PAL format video.

1st question, are they of material that you could get on dvd, a saner , and time saving way to do it.
If not, look on Ebay for vcr's that will play pal, or if you tell me your budget I will send you links.PAL/NTSC problem solver.
