divx widescreen problems

First let me say that this is the first time i am trying to convert divx to vcd. i am trying to convert a divx movie in widescreen to vcd using TMPGEnc but keep getting full screen vcds. i would like to keep the widescreen.
this is the info on the divx from Virtual Dub...
448x240,29.970 fps
DivX MPEG-4
# frames 203271
number of key frames6776

i have tried numerous different settings in TMPGEnc but haven't gotten any to work.
Does anyone know the correct settings (Source Aspect Ratio, Video Arrange Method, Video Size, Video Aspect Ratio) to convert this divx
keeping the widescreen format intact?
