Hey, when I render a video even though the source is a full screen format the output is always not. Although when I un-click the fit to frame it is full screen, only its zoomed in. I can't seem to find where this setting is to change this. I have tried multiple formats of rendering with multiple resolutions; they all turn out in a smaller scale in the middle of the screen.

Smaller scale in the middle of the screen? Maybe post an image to describe your problem.

Try this:
In Premiere Elements 8: EDIT>>GENERAL>>uncheck the box next to DEFAULT SCALE TO FRAME SIZE
