Hello Everyone,
What programs do I need to
- Cut out scenes from VOB Files and save the edited file as a VOB(Or mpegs) I am going to make it into a DVD again.
- A Program that I can use to help me dubb the movie.
Any help is appreciated.

Depends on how much editing you want to do. You can use a program like DVDShrink to cut out clips from VOBs. Or if you want to go a bit further, use VOB2MPG to convert the whole DVD to one large MPEG file. Then you can edit it with most MPEG editors and have a bit more flexibility.
What do you mean by 'dubb'? If you want to change the audio, then you may have to demux the audio to a separate file and work with it on it's own.
What's the purpose of all this? That might help us to give better advice.

By I dubb I meant to replace the movie audio with a different one. I am not sure what is the word for doing that
I am trying to replace it with another version of the same film
Anyways. The movie is Called the Big Blue and I am trying to cut-out scenes and add the original music like the Original Theatrical version. I have the Original video (very poor quality) and audio in flv files with the Original Soundtrack. I am trying to get the Directors Cut version trimm out all the scenes that don't belong in the Theatrical version. Replace certain pieces of the films audio with the original music and audio and make it back into a dvd.
The directors Cut has over 49 mins of extra footage which was not in the Theatrical version and its in English. I do have the standard version which is very close to the Theatrical version except its in French with English subs only. It seems like a lot of work but its a project that I would like to have realized. It would be nice to have it. Its really a good film.
So what I want to do is:
-Use the video from the Standard Version which is close to the running time of the Orignal version (The problem with this as I see it is that I would have to throw out all the audio since its all in mostly in French)
- Or I could stick with the Directors cut and cut out the extra 49mins and keep the audio. Hopefuly trimming it will not mess with the audio.
- Then replace the films music using the OST and audio clips from the Original Videos that I have in FLV files.
- Put it all together into a DVD

My suggestion would be that you VERY carefully think about what this really is going to involve because you have don't that yet. You'll learn a lot by doing this, I will give you that, but it's going to take a very very long time to do what you propose.
First of all, you'll have determine what frame rate your various sources are in. If your standard version is in French, then you likely have PAL video at 25 fps. If an American DVD is another source, then you'll have NTSC at 29.97 fps or possibly 23.97 fps with pulldown. Don't know what "pulldown" is? See our Glossary on the left side where it's listed. Assuming you have different frame rates, you'll have different resolutions as well. So you'll have a big fat mess of video with different resolutions AND frame rates. You'll have to convert one of them to the other's format AND you'll have to find some audio software to change the pitch of the audio you convert or it won't sound right. You'll need an audio editor of some type to replace the audio. The audio work alone could be quite complicated. This is going to take a very very long time. I hope you've got a few months to work on it. And you will have to be good at doing your own research as you'll have to go through a lot of guides to figure out what to do.
You'll need a real editor to have any hope of doing this. DVDShrink is not a real editor. MPEGVCR and VideoReDo are 2 commercial programs that don't cost too much that could be used for this. If I was going to do it, I would get the film edited like I wanted it and have a consistent frame rate and resolution in it (which may involve re-encoding to achieve this) and only then attempt to change the soundtrack as I wanted.
